Caroline County, MD - On November 4, 2026, Caroline County Sheriff's Office deputies responded to the area of Marydel Road and Lepore Road in Marydel, Maryland, for a report of a vehicle blocking the road with a driver who wasn't awake.

When deputies arrived, they found the vehicle and spoke with the driver. He was identified as Steven Wayne Hickman, 40, of Dover, Delaware. Hickman's two children were also inside the vehicle.

Deputies noticed several signs that Hickman may have been impaired. They believed he had been drinking alcohol.

Deputies asked Hickman to step out of the vehicle so he could take Standardized Field Sobriety Tests. These are the roadside tests officers use to check if a driver is impaired.

Hickman wouldn't follow the deputies' orders. He then tried to drive away from the scene with his children still in the vehicle.

Deputies stopped the vehicle before it could leave. They pulled Hickman out and placed him under arrest.

While he was being arrested, Hickman said he was having chest pains. EMS was called, and he was taken to a hospital in Easton, MD, to be checked out.

Once Hickman was released from the hospital, Hickman was charged with the following offenses:

• Child Neglect (2 counts)
• Resisting/Interfering with Arrest
• Obstruction and Hindering
• Driving While Under the Influence of Alcohol
• Driving While Impaired by Alcohol
• Driving on a Suspended Out-of-State License
• Driving Without a Required License
• Attempting to Elude a Uniformed Police Officer
• Attempting to Elude Police in an Official Police Vehicle
• Standing Vehicle Obstructing the Roadway

After he was processed, Hickman went before a District Court Commissioner. The commissioner ordered him held without bond.

Hickman was then taken to the Caroline County Detention Center. Deputies say that happened without any further problems.
