Escaped Inmate on the Loose After Failing to Return to Smyrna Facility

State of DE - The Delaware Department of Correction is asking for the public's help in locating a man who walked away from a transitional facility in Smyrna and has not been seen since.

Thomas Butler, 27, failed to return to the Community Corrections Treatment Center (CCTC) on the night of April 22, 2026. His whereabouts are currently unknown, and a Warrant for Escape after Conviction has been issued.

Butler is described as a Black male, 6 feet 3 inches tall, weighing approximately 150 pounds. He has brown eyes, black hair, and tattoos on his chest. He also has scars on his left forearm and right hand. His last known address was in Wilmington, Delaware.

He was being held at the CCTC on a charge of Tampering with a Witness.

The Community Corrections Treatment Center is what is known as a Level 4 facility. It is designed for offenders who are in the process of transitioning back into everyday life in the community.

Unlike a traditional prison, Level 4 facilities are not fully secured. Residents are allowed to leave the facility for approved reasons, such as going to work, looking for a job, or attending treatment programs.

Butler had been given an approved programming pass that allowed him to leave overnight. He never came back.

This type of facility plays an important role in helping people successfully re-enter society.

However, situations like this serve as a reminder of the challenges that come with that process.
