Harrington Man Gets 30 Years for Child Rape Cases
State of DE - A Harrington man will spend 30 years in prison for sexually abusing two children. Delaware Attorney General Kathy Jennings announced the sentence.
William Conard, 37, of Harrington, was sentenced on October 8, 2026. He received 30 years of Level V prison time.
The case started with an investigation by the Delaware State Police. Troopers found that Conard had abused a child in Harrington over a period of several years. The abuse went on until he was arrested in October 2025.
As troopers worked the case, they found a second victim. That person is now an adult.
Investigators learned that Conard abused this second victim many times when they were a young child. The abuse took place in Harrington from about 2005 to 2007.
Conard pleaded guilty in two steps. On May 26, 2026, he pleaded guilty to two counts of Rape 2nd Degree. On August 11, 2026, he pleaded guilty to two counts of Rape 3rd Degree.
Jennings spoke about the cases and thanked the people who worked on them.
"This level of violence is unthinkable, especially when committed against a child," said Attorney General Kathy Jennings. "I am deeply thankful to our prosecutors and our partners in the Delaware State Police for their outstanding work in these cases and strongly encourage anyone with information about additional abuse to come forward so that justice may be done. My heart goes out to the victims and their families as they heal."
The Delaware Department of Justice believes there may be more victims. Anyone with information about abuse by Conard is asked to call Sgt. Taylor with the Delaware State Police, Troop 3, at 302-698-8547.
