Millsboro Man Charged with Raping a 10-Year-Old

Millsboro, DE - A Millsboro man is behind bars after police say he sexually assaulted a young child multiple times inside his own home.

On May 20, 2026, Millsboro Police responded to the Millsboro Village Apartments after receiving a report of the sexual assault of a minor. Detectives launched an investigation into what happened.

Through that investigation, detectives determined that 38-year-old Keith Cooper lured a 10-year-old child into his residence and sexually assaulted the victim on multiple occasions.

On June 3, 2026, Cooper was arrested and charged with three counts of Rape 1st Degree, one count of Rape 3rd Degree, and one count of Kidnapping 2nd Degree.

Cooper was arraigned and is now being held at the Sussex Correctional Institution (SCI) on a $370,000 cash bail.

The investigation is still active and ongoing. Detectives say the evidence uncovered so far suggests there may be additional victims.
