Millsboro Woman Charged After Numerous Animals Found Living In Poor Conditions

Sussex County, DE - On July 15, 2026, the Delaware Division of Public Health's Office of Animal Welfare, through Delaware Animal Services, responded to a home on Gravel Hill Road in Millsboro, Delaware to conduct a welfare check. What officers found led to a much larger investigation.

When officers arrived, they observed conditions that raised immediate concerns for the animals living there. Based on what they saw, DAS officers obtained a search warrant to look further into the home.

During the search, officers found numerous animals living in poor conditions. A total of 19 cats and seven dogs were removed from the property and taken to Brandywine Valley SPCA for evaluation and care.

Officers also found seven dead cats inside cages and traps. Based on their condition, the cats had been dead for some time.

The home itself was cluttered and unsanitary. Officers reported feces, trash and other items accumulated throughout the property.

The woman who lived there runs an animal rescue called Paws and Whiskers Rescue. Officials believe many of the animals came from that rescue, with others likely obtained through her work in trap neuter return, or TNR, programs.

"This is a deeply concerning case involving an individual entrusted with the care of animals," said Mark Tobin, Chief of DAS. "Sadly, numerous animals died or experienced significant suffering under her care."

Jessica Donovan, age 36, has been charged with seven felony counts and 26 misdemeanor counts of animal cruelty. She also faces two dog housing violations.

Donovan was arraigned on July 21, 2026 at Delaware State Police Troop 4 in Georgetown, Delaware. She was released on her own recognizance.

As a condition of her release, Donovan is prohibited from owning or possessing animals. She is also barred from taking part in TNR or similar programs until the case is fully resolved.
