Sex Offender Charged for Not Registering Carnival Job

Westover, MD - The Somerset County Sheriff's Office has charged Tracy Bayne, a Tier III registered sex offender, after an investigation into his work history. Deputies say Bayne worked a job during a local carnival and never reported it.

On September 11, 2026, the Sheriff's Office saw photos and videos being shared on social media. The posts appeared to show Bayne working for an amusement company.

The job was tied to the National Hard Crab Derby carnival in Crisfield, Maryland. That carnival ran over the weekend of September 4, 2026.

Deputies with the Criminal Enforcement Division opened an investigation right away. They wanted to find out if the job was real and if it had been reported.

Investigators learned that Bayne had taken temporary work with Stine Amusements. That company runs rides and attractions at events like the Crisfield carnival.

The owner of Stine Amusements confirmed that Bayne came looking for a job. Bayne ended up working for the company for about three days.

Deputies then reviewed Bayne's sex offender registration file. Records show he last re-registered with the Somerset County Sheriff's Office on July 14, 2026.

During that visit, Bayne signed the State of Maryland Notice of Sexual Offender Registration Requirements. That form explains what registered offenders must report, including any new job.

The investigation found that Bayne never told the Sheriff's Office about his job with Stine Amusements. Under his registration terms, that kind of update has to be reported.

On September 15, 2026, deputies completed an Application for Statement of Charges. Bayne was charged with Sex Offender Registration - Failure to Notify/Include, a Violation of Maryland Criminal Law Article § 11-721.

On September 16, 2026, Bayne was arrested on the warrant. He was brought before a Somerset County District Court Commissioner for an initial appearance.

The commissioner ordered Bayne held without release. He is now in the custody of the Somerset County Detention Center.
