Two Cited for Illegal Clamming in Protected Talbot Cove

Talbot County, MD - On June 20, 2026, Maryland Natural Resources Police were notified about commercial clamming boats working inside Black Walnut Cove in Talbot County, Maryland. The cove is protected for its underwater grasses, an area known as a submerged aquatic vegetation zone.

These zones are set aside to protect the grasses from being uprooted and to help them grow back. Using a hydraulic clam dredge is not allowed inside these protected areas.

Officers watched the two boats to check their location. They measured how close the vessels were to fixed markers, SAV markers, and buoys used to mark the protected zone.

Hydrographers with the Department of Natural Resources reviewed the measurements. They confirmed both boats were operating inside the protected grass zone.

The operators were identified as a 29-year-old man from Tilghman, Maryland and a 20-year-old man from Wittman, Maryland. Each man was issued one citation for using a hydraulic clam dredge inside a SAV protection zone.

This is a must appear offense. A first offense can carry a fine of up to $1,000.
