Easton Man Faces New Charges While Awaiting Trial on Prior Child Pornography Counts
Talbot County, MD - Charles Wooters, an individual that we posted about last month when he was charged with dozens of counts of Child Pornography from a January arrest, was taken into custody again on March 25, 2026, on new charges and again, we have learned he has been released on an unsecured bond for a second time, over the objection of the Talbot County States' Attorneys Office.
Charles Wooters, of Easton, Maryland, is facing a growing list of serious criminal charges, and now, they are becoming more serious, after a second arrest in less than three months. The seriousness of the charges is concerning in itself but knowing he is once again free on bond, makes you seriously question our judicial system.
In January 2026, Wooters was charged with 31 counts of Possessing Child Pornography and 31 counts of Accessing and Viewing Child Pornography. He was initially held without bond following that arrest. The following day, however, he was given a bond review and released on an unsecured personal bond.
What is an Unsecured Personal Bond you ask? In Maryland, an unsecured personal bond allows a defendant to be released from custody without paying any money upfront. The defendant signs a written promise to appear at all future court dates. No cash, property, or cosigner is required at the time of release.
A dollar amount is attached to the bond, but that amount is only owed if the defendant fails to appear in court. The financial obligation is conditional, it is a penalty for non-compliance, not an upfront deposit.
Example: A judge sets an unsecured personal bond of $5,000. The defendant signs and is released immediately without paying anything. If they skip court, they now owe the state $5,000.
Wooters was released in January following those charges and has remained a free man while awaiting trial on those original charges. Two days ago, on March 25, 2026, Wooters was arrested again, a second time and he now faces two separate sets of new charges from that date.

In both new cases, Wooters was initially ordered held without bond. However, a bond review today was subsequently held.
At the bond review, Judge James Charles McKinney, a retired judge sitting in Talbot County, released Wooters on a $5,000 unsecured bond. He is once again free pending trial.
Now, with charges spanning 48 counts of Possessing Child Pornography, 31 counts of Accessing and Viewing Child Pornography, Promote/Distribute Child Pornography, 2 counts of Sexual Abuse of a Minor, 2 counts of Child Abuse (Second Degree) and 2 counts of Second Degree Assault..... and he was released today without any financial security or protection for society!
