UPDATE: Crystal Spa Owner Turns Herself In on Trafficking Charges

State of DE - On Monday, July 27, 2026, 53-year-old Meilan Quan of Claymont, Delaware turned herself in at New Castle County Police Headquarters. Quan is the owner of Crystal Spa, located in the 1700 block of Foulk Road.

She was wanted in connection with an ongoing investigation into suspected human trafficking and illicit activity at the business that we first reported on July 24, 2026.

Quan was charged with three felony counts of human trafficking for forced labor and two felony counts of human trafficking for sexual servitude. She also faces one felony count of promoting prostitution in the second degree and one felony count of conspiracy in the second degree.

Quan was arraigned at Justice of the Peace Court 11. She was committed to the Delores J. Baylor Women's Correctional Institution after failing to post $75,000 secured bail.
