No Charges to Be Filed in November 2025 Salisbury Police-Involved Shooting
Wicomico County, MD - Attorney General Anthony G. Brown announced his decision regarding a fatal police-involved shooting. No charges will be sought against the officers involved in the November 2, 2025 incident in Salisbury, Maryland.
On November 2, 2025, at approximately 7:00 p.m., officers from the Salisbury Police Department (SPD) were searching for David Evans. Evans was a suspect in a homicide that occurred earlier that day. Officers located him in the driveway of a residence in the 700 block of Jefferson Street.
Evans walked to the front of a pickup truck parked in the driveway. He then placed a handgun on the hood of the vehicle. An uninvolved individual was seated inside the truck at the time. Officers safely removed the individual from the vehicle before the situation could escalate further.
Officers issued repeated commands for Evans to keep his hands raised and to move away from the truck. Evans did not comply with these instructions. Instead, he grabbed the handgun. In response, multiple SPD officers discharged their department-issued weapons, striking Evans.
Medical aid was rendered by the officers until emergency medical services (EMS) arrived. Evans was transported to a local hospital, where he was pronounced deceased. A handgun was recovered at the scene near Evans. No officers were injured during the incident.
The Attorney General's Independent Investigations Division (IID) conducted a thorough investigation. The review began on November 2, 2025, and concluded on March 11, 2026.
After evaluating all available evidence, the Office of the Attorney General determined the officers did not commit a crime under Maryland law. Consequently, the officers will not face prosecution.
