Decedent and Officers Identified in Fatal Officer-Involved Shooting in Salisbury

Salisbury, MD - The Independent Investigations Division (IID) of the Maryland Office of the Attorney General has identified the individuals involved in a fatal officer-involved shooting that took place on Sunday, November 2, 2025, in Salisbury, Wicomico County, Maryland.

The decedent has been identified as 40-year-old David Evans of Salisbury, Maryland.

Three officers from the Salisbury Police Department (SPD) were involved in the incident. They are Police Officer First Class Chase Ryan, who has two years of service; Police Officer First Class Orlando Thiess, who has four years of service; and Police Officer First Class Sean Kassouf, who has seven years of service. All three officers are assigned to the Patrol Division.

The IID is continuing its investigation into the circumstances surrounding the fatal shooting. Authorities are asking anyone with information about the incident to come forward.
