No Charges Will Be Filed in the Fatal Police-Involved Shooting in Cambridge

Dorchester County, MD - Attorney General Anthony G. Brown announced his decision regarding a fatal police-involved shooting. No charges will be filed against the officer involved in the incident. The shooting occurred on Thursday, September 4, 2025, in Cambridge, Maryland.

On September 4, 2025, at approximately 5:10 p.m., Cambridge Police Department officers responded to the Deep Harbour Estates. Multiple 911 calls reported a naked, suicidal man chasing individuals with a knife.

Responding officers encountered a man matching this description. He was later identified as Ryan Garcy. Garcy was armed with a knife. Corporal Jacob Weber instructed Garcy to drop the weapon. Garcy did not comply with the order.

Garcy moved toward Corporal Weber. He shouted at the officers and urged them to shoot him. Corporal Weber ordered Garcy to stay back. Garcy continued to advance. Corporal Weber and another officer deployed their Tasers.

The Tasers were ineffective.

Garcy, still armed with the knife, moved toward Corporal Weber. When Garcy came within a few feet, Corporal Weber discharged his service weapon. Garcy was struck multiple times.

Both men fell to the ground. Officers immediately requested emergency medical services and provided aid. Garcy was transported to a local hospital. He was later pronounced dead.

Corporal Weber sustained non-life-threatening injuries.

The Attorney General's Independent Investigations Division conducted an investigation. The investigation began on September 4, 2025, and concluded on March 25, 2026. The Office of the Attorney General evaluated all available evidence.
